I am glad to learn from Your Excellency's

letter of 26th. June (received on 28th. at 3.30 P.M.), which I

have the honour to acknowledge, that Your Excellency has decided

to acquiesce in ay suggestion to send a cable to the Secretary

of State with reference to the inclusion of the papers relating

to the Chamber of Commerce dignute in those recently forwarded

to the Secretary of State in connection with another matter. The

draft cahle annexed to "our Excellency's letter under reply

will I have no doubt be sufficient for the purpose, though I

should naturally prefer to leave the wording of it to Your

Excellency's judgment.

I regret to find that Your Excellency main-

-tains the view already expressed that the letter I wrote to

the "China Mail" contravened the Colonial Regulations.

I have the honour to point out that although

the correspondence in the Press is alluded to in the post-script

of Your Excellency's letter dated 22nd. February, but despatched

about a fortnight later there is no suggestion that such was

Your Excellency's opinion.

I have further the honour to point out that

Your Excellency has never been in presence of all the facts

connected with the question; nor, although it would appear from

the post-script above referred to, and the letter of the

Secretary of the Chamber of 29th. February (enclosed in the

above letter) that the Committee of the Chanther were invited to

express a further opinion on the matter, was I requested at any

time to supply Your Excellency with any information. Had Your
